It’s track lighting and the r30 bulbs, though recommended, are a very tight fit when replactng. I actually have to smash them to get them out. I thought a smaller sized bulb would do the trick, but am afraid of a possible fire hazzard.

It’s somewhat counterintuitive, but sometimes the R30’s are only 15 watt bulbs (total power dissipation = heat) while an R25 might be a higher wattage. As long as the bulbs fit, and they do not exceed the maximum wattage of the track light, there is no fire hazard. If your replacements are in that range, and don’t exceed the manufacturer’s recommendation for total wattage, you can use them with no trouble.
I have dealt with more than a few fixtures with that sort of problem. yes, you can replace an R30 bulb with a smaller diameter R or PAR style bulb. the wattage limits will be the same, to prevent overheating.
also, when you buy bulbs, make sure to select ones rated for 130V if you can get them. typically, the cheaper bulbs are rated 120V and the higher grade ones are rated 130V. the difference is that running a 130V bulb on a 120V electrical system leaves the bulb more tolerant of any surges or other line noise in the electrical system, and that means you don’t have to replace them as often.
