It sounds like you are referring to the Benirus Manor in Anvil. Normally, you can purchase a house in a city, then furnish it via a specific merchant (you are told which merchant sells the items you need). However, the Anvil house is a very different matter.
This is how to "fix up" Benirus Manor (contains spoilers):
* Purchase the manor deed for 5,000 gold from Velwyn Benirus, who can be found in ‘The Count’s Arms’ inn. This leads to a quest called "Where Spirits Have Lease". You should already see where this is going.
* Sleep in the ruined manor once. When you wake up, you will be attacked by three ghosts. Kill all three, then pick up the skeletal hand in the living area. Note: Ghosts (and similar undead) can only be harmed by magic or enchanted, silver or daedric weapons.
* Go back and talk to ‘The Count’s Arms’ innkeeper. He tells you that Velwyn fled to the Imperial City. Specifically, Velwyn will be staying at ‘The King and Queen Tavern’ in the Elven Gardens District.
* Velwyn says he’s sorry and wants you to meet him back at ‘The Count’s Arms’ in Anvil. He will then go with you back to the manor.
* Once you and Velwyn enter the manor, there will now be ghosts throughout the house. Head for the basement (just refer to your quest marker to see where you need to go).
* At the "end" of the basement (also filled with ghosts), Velwyn will begin saying the magic words to open a secret door. The manor will now be ghost-free. Velwyn then flees back to ‘The Count’s Arms’.
* The secret chamber contains some goodies, as well as grandfather Benirus (now a corpse). Activate the corpse, then you are told what to do next. Comply, then you will be up against a levelled lich. Kill gramps, take his unique staff, then go back to ‘The Count’s Arms’ to talk to Velwyn. This will complete the quest. Not only is the manor now furnished, but everything is cleaned, fixed and illuminated. Note: I believe you must a certain level before grampa Benirus will activate; I’ll edit it in shortly.

Nope, you don’t need to be a certain level to complete this quest. I was getting grandpa Benirus confused with Erandur-Vangaril (the lich in ‘Lost Boy Cavern’); you must be at least Level 23 to fight him.
Merchants will sell you fixtures for your houses. The only one I can think of off the top of my head is Dar-Ma in Chorrol, but you should be able to find the others with ease.

Depends what house you have… you can have up to five house i’m going to tell you were to fix em up
Imperial City, Waterfront District—————-Talk to Vinicia Melissaeia in The Office Of Imperial Commerce, you can buy the house for 2,000 gold shes in the Market District.. you can buy upgrades for the house for 400 gold each from Sergius Verus He is in the Three Brothers Trade Goods in the Market District
Bravil—————–Talk to Count Regulus Terentius in Bravil Castle, you can buy the house for 4,000 gold… you can buy upgrades for the house for 650 each from Nilawen She is in A Fair Deal….
Anvil——————Talk to Velwyn Benirus in The Counts Arms, you can buy the house for 5,000 gold…. This one is a quest starter so you will have to beat the quest then the house automatically upgrades for you… easy quest should have no problem with it….
Leyawiin————–Talk to Count Marius Caro in The Leyawiin castle, you can buy the house for 7,000 gold…. you can buy upgrades 1,000 gold each from Gundalas in Best Goods And Guarantees……
Bruma—————–Talk to Countess Narina Carvain in The Bruma Castle, you can buy the house for 10,000 gold… you can buy upgrades 1,100 each from Suurootan in Novaroma……..
Cheydinhal———Talk to Count Andel Indarys in Cheydinhal Castle, you can buy the house for 15,000 gold… you can buy upgrades 1,500 each from Borba Gra-Uzgash in Boba’s Goods And Stores……..
Chorrol—————-Talk to Countess Arriana Valga in Chorrol Castle, you can buy the house for 20,000 gold… you can buy upgrades for 2,000 each from Seed-Neeus in Northern Goods And Trade…
Skingrad————Talk to Shrum Gro-Yarug in Skingrad Castle, you can buy the house for 25,000 gold, you also need 15 fame or higher…. you can buy upgrades from Gunder in Colovian Traders…. After you have purchased everthing from Gunder talk to Eyja in Colovian Traders talk to her about being your maid and she just asks for 100 gold and she gos right to the house and bugs you all the time
she gives out free Shepards Pie and Rosethorn Mead…. you can kill her shes only a 4 buy hey free pie and mead!
if you got the house in anvil, you have to go on a quest, other than that, you have to buy them from a store in the town.
If you have the manor (best and the cheapest house in the game) just complete the quest
