I am moving into an apartment with no light on the ceiling. I want to install track lighting and wire the power to an outlet the is fixated high up on the wall. The outlet is connected to a light switch. Is this possible?

Depending on the type of track lighting you have It should be very easy to wire a plug to the track lighting and plug it directly in to the outlet. A simple lamp wiring kit should have most of the parts you need or take the track lights to a lighting shop and have them wire a plug into the track lights for you. This way when you change apartments you can take the track lighting with you..

Yes, but you may want to change the switch to a double switch as to keep the outlet still useful.

Is the outlet switched from the light switch or feeding power to the light switch? If the outlet is switched you can go get some trusty wiremold boxes and conduit and feed the new track light off the wires in the outlet box(which you are going to put a wiremold box over) If it is not switched you can use it for power but then your light wont be switchable, so you will have to add a switch.
