If an area based on the lighting design is having a 200 lux reading as its average illumination level, can one directly measured it using a light meter and would the reading be 200 lux as what have been designed?

There are luxometers that can measure the ilumination level in any point in lux. This measure must have coincidence with the designed ilumination level. For desing you can use a free software called DIALUX.
