if i remove two of the four florescent bulbs in the fixture would i still be saving energy? when the light is on do the energy boxes still take up the same energy as if some lights were in place?

The ballast will still use energy, although less, since it’s only lighting 2 lamps instead of 4. How much will you save? Not much. Fluorescents are very efficient. The question you need to answer is how much light do you need. That should make your decision for you. You don’t say where this fixture is located, but another option to save energy is motion sensor switches. These can be set to turn off after a certain period of time when nobody is in the room.
