No. They must have 6 inches of clearance.
IC = Insulated ceiling= 6 inches of clearance.
Non IC’s, yes.

IC Rated recessed fixtures are "insulation contact rated". You can directly bury them in contact with insulation, so no problem with 1/2" clearance.
Non-IC rated fixtures require three inches clear space from combustible materials(except for the mounting points).
