Thanks for info to date. The fixture is an outdoor light and the bulb in question is marked [for] "Sign". I am concerned about the 130 volts because most bulbs do not seem to list that spec on the pkg.

Depends.
Ex: Don’t put a regular light bulb in a fridge just because it fits.
What kind of fixture?
Incandescent?
Fluorescent?
Candelabra?
130 volts ,today, is better than a 120 volt bulb, provided that it’s "approved for the purpose". Hope this helps. Good luck in all you do and may God bless.
Yes its okay to go lower but never put a higher watt bulb then what it calls for because it will be a fire hazard. Higher watt bulbs get hotter. Be careful. Its a heat thing you just won’t have has much light.
