Is it safe for the shallow recessed light can to touch the plywood roof rafter? My concern is that the can will heat up the plywood and cause a fire. Its a utility room, so the roof rafter space is not a typical size.
The ceiling is not insulated yet.

It is usually a concern. In that situation I would get a shallow Recessed can which is designed for your situation. As much as a concern as the plywood concern is that a lot of recessed cans have a thermal protection device that would trip from not being able to expel the heat that is built up in them. Another suggestion would be to put in a fluorescent reflector bulb in place of an incandescent.That will also greatly reduce the amount of heat build up.
