There are a couple of ways to do this. You can install a switch on the wall to turn it on and off with or you can install a pull chain switch (like on a ceiling fan). And since you also need an outlet, I’d do the switch and the outlet in a double box. And unless you really know what you are doing this is a job for an electrician as it will involve running wires in the wall and snaking them to that fixture location. Just replacing the light you could do yourself, just be sure the power is off.
