I have forced hot air heating. In the summer, the air conditiner works continuously but the upstairs remains hot where the air collects in the hall at the top of the stairs. In the winter, the downstairs is cold because all our the hot air ends up in the upstairs hall. Will I benefit from replacing my foyer chandelier with a ceiling fan? Any drawbacks to this?

A ceiling fan will help somewhat. I had the same situation and installed a ceiling…just closed it in. It gave me extra footage on my second floor. I don’t know how it would look esthetically for your or if this would be something to fit your budget but it is something to consider if you have two HVAC zones.
A ceiling fan will help, probably more in the winter than in summer. In winter, it should draw air up and in summer switch it so the air moves down. In summer, it might also help to have a window open upstairs so the hot air can rise and escape. Pick a window on the downwind side of the house and maybe open one on the upwind side too, not a lot, just enough for air to move through.
