PG and E installed new light fixtures throughout my home, they are energy efficient and on motion sensors, however they constantly flicker while turned off. Is this normal?

its probably bugs
There are a few different technologies used for motion sensors, but most well designed sensors screen out false positives. The type used for alarm systems are now capable of filtering out pets up to 80lbs or so.
That being said I would not be to satisfied with my lights flickering on and off from false alarms on motion detectors.
I would recommend you have Pacific Gas & Electric come fix the problem.
Not to mention constant turning on and off is going to be bad on bulbs and ballasts.
I have some that are triggered by darkness, and if it is semi dark or shadows they will flicker. Could be something similar. Sorry not more help!
