light bulb sized have been pretty standard for several decades.
what’s changed is that the bulbs, particularly the 100/23 watt bulbs, are larger.
pretty obviously all of the old fixtures are not going to magically get larger.
and, all of the production equipment will not change overnight either.
in addition, it’s possible that somewhere there are government specifications on size.
clearly it is a problem.

in addition, since the CFL bulbs are cooler, it’s likely that, should you choose, and if they fit, you can use a 23 watt bulb in a fixture that says 60 watt maximum.
