i’m tring to wire two lights in my home. i have two boxes on the wall for sconce. i have wires dropped to the basement next to the breaker box . the wiring is not tied together anywhere there is no third wire in the boxes for power to loop. only 2 12/2 wires to connect. would i tie them in to the breaker box and make them continously hot or can i someway connect to a switch

put a switch by the breaker box run blacks to the switch and neutrals tie them together then run black to breaker white and ground to neutral bar
If you have a 15 amp outlet closer that 2 lights, you can use the source from that outlet, If that outlet in unuse you can replace that outlet and place a switch.
Who ran these wires? If you did I can help, IM me. If they were there when you bought or rented the house and they were just left there hanging it’s because somebody screwed up and you need to call an electrician. You need to provide more info.
